Police say the incident happened around 7:59 p.m. According to investigators, a Ford F-150 operated by 27-year-old Ricardo Hernandez was reportedly parked in the eastbound shoulder of Hwy 186 when it allegedly attempted a u-turn into the path of an approaching tractor-trailer operated by a 58-year-old Harlingen man.
