State Police are investigating a collision that injured two drivers at Clemens Center Pkwy and Water St in Elmira, NY on January 19th, 2023. Police say the incident happened before 1:30 p.m. Officers allege a dump truck ran a red light leading to a near-collision between it and a passenger pickup truck.
