Police say the incident happened around 7:55 a.m. According to investigators, a Chrysler 300C traveling eastbound on 8th St is alleged to have collided with the rear of a tractor-trailer ahead. The tractor-trailer was stopped while its driver was behind the truck performing maintenance on the rear lights.
