Police say the incident happened around 5:51 a.m. According to investigators, a Kia Soul was northeast on State Hwy 351 at the time. Reports say the vehicle was approaching a wheelchair-bound individual crossing the roadway north to south. Reports allege the individual was outside a marked crosswalk at the time and was struck by the approaching Kia. Following the collision, reports allege that after briefly stopping, the Kia the left the scene without stopping to render aid.
