Police say the incident happened around 11:37 p.m. A Nissan Altima operated by 38-year-old Francisco Moreno reportedly veered from the road near an on-ramp and crashed into a guard rail. Moreno suffered serious injuries. Police charged Moreno with Driving While Intoxicated.
